Is Every Sri Lankan State University Correctly Identified in Global Research Infrastructure? A Webometrics ROR Study

Image of Sri Lankan State University Correctly Identified in Global Research Infrastructure

Webometrics examined whether Sri Lanka's state university system is completely and correctly identified in the Research Organization Registry (ROR), the open registry that publishers, funders, repositories and indexing services increasingly use to attribute research outputs to the correct institution. Using the Sri Lankan Ministry of Higher Education's own live institutional directory ; 18 universities administered under the University Grants Commission (UGC), retrieved on 27 September 2026 ; Webometrics queried the Research Organization Registry's API individually for each institution. Seventeen of the 18 (94.4%) hold an active ROR record; one returned no match under repeated name-based queries. Among the 17 with a record, completeness varies: a Crossref Funder ID is present for 13 (76.5%), ISNI and the legacy GRID identifier are each present for 15 (88.2%), and a Wikidata link is present for 16 (94.1%). Thirteen of the 17 (76.5%) carry all four cross-identifiers examined; four do not. One record's indexed English name omits part of the institution's official name.

Key Findings

  • 17 of 18 (94.4%) Sri Lankan universities listed by the Ministry of Higher Education as administered under the UGC have an active Research Organization Registry (ROR) record; the remaining institution returned zero results under multiple ROR name-based queries collected 27 September 2026.
  • Among the 17 universities with a ROR record, 13 (76.5%) carry all four cross-identifiers examined ; ISNI, Wikidata, Crossref Funder ID and the legacy GRID identifier ; while 4 (23.5%) carry an incomplete set.
  • A Crossref Funder ID, which links a university to funding-attribution metadata in scholarly publishing systems, is present for 13 of 17 (76.5%) and absent for the remaining 4.
  • ISNI and GRID identifiers are each present for 15 of 17 (88.2%); a Wikidata link is present for 16 of 17 (94.1%).
  • One university's ROR record ; for Gampaha Wickramarachchi University of Indigenous Medicine ; is indexed under a shortened English name that omits the locational qualifier “Gampaha,” even though the record's own acronym field implies the full name, and this record carries none of the four cross-identifiers examined.
  • University of Vavuniya, the most recently established institution in the population, carries only a Wikidata link among the four identifiers checked.

Why This Matters for Universities

Sri Lanka is represented in Webometrics' current rankings by 62 institutions in the July 2026 edition, spanning the state university system studied here alongside other degree-awarding bodies. Readers can view the current Webometrics university rankings for Sri Lanka for that wider picture; this article looks specifically at a layer those rankings do not cover ; how completely and accurately each state university is identified in the separate scholarly-infrastructure registry that publishers and funders use for research attribution.

Scholarly infrastructure is increasingly built around persistent, machine-readable organisation identifiers rather than free-text institution names. Publishers, funders, repositories and aggregators such as Crossref, DataCite and OpenAlex are progressively encouraging or requiring a ROR identifier when an author records their institutional affiliation or a funder records a grant. When a university's ROR record is absent, incomplete, or indexed under a name that does not match how the institution is commonly referenced, that university's own research output can become harder for these systems to correctly attribute, aggregate and discover at the institutional level ; independent of the quality or volume of the research itself. For research offices, library and data-management teams, and university communications units, checking how ; and whether ; an institution is represented in ROR is a low-cost, high-leverage step in ensuring the institution's research is correctly counted wherever affiliation identifiers are used.

Authoritative Background

The Research Organization Registry (ROR) is a community-led, open registry of persistent identifiers for research organisations, maintaining identifiers and metadata for more than 100,000 organisations worldwide. ROR identifiers are designed specifically to link research organisations to the research outputs, grants and datasets associated with them across scholarly infrastructure, giving publishers, repositories, funders and research-administration systems a single, stable way to say “this output belongs to this institution” regardless of how the institution's name is written, translated or abbreviated in any one dataset.

A ROR record can carry several external cross-identifiers that connect it to other parts of the research-infrastructure ecosystem: an ISNI (International Standard Name Identifier), a Wikidata identifier, a Crossref Funder ID (from Crossref's Open Funder Registry, used to record which organisation funded a piece of research), and, as a legacy reference, a GRID identifier from the registry ROR was built to succeed. The Crossref Funder Registry is an open, CC0-licensed registry of persistent identifiers for grant-giving organisations; publishers and other Crossref members use it to record funding acknowledgements and grant numbers against published research, so a university's own Funder ID is what allows its own funded output ; including internally funded theses, seed grants or institutional research funds ; to be systematically attributed to it in citation and funding databases, not only its role as a place of employment for authors.

None of this determines whether a university's research is strong or weak. It concerns whether the university's own identity is correctly and completely represented in the infrastructure that increasingly does the attributing.

Research Question

Are Sri Lanka's state universities, as listed under the University Grants Commission, each represented by exactly one active, correctly named ROR record, and how completely is each record populated with the cross-identifiers ; ISNI, Wikidata, Crossref Funder ID and GRID ; that connect it to the wider scholarly-infrastructure ecosystem?

Methodology

Collection date: 27 September 2026.

Population: All universities listed by Sri Lanka's Ministry of Higher Education, on its own live institutional directory, as administered under the University Grants Commission (governing body: University Grants Commission; institution type: University). This page listed 18 institutions at the time of collection. Direct access to the University Grants Commission's own website (ugc.ac.lk) returned a server error on repeated attempts during this study, so the Ministry's own current live listing was used as the primary population source instead; this is disclosed as a limitation. Independent secondary sources describe 17 state universities established under the Universities Act No. 16 of 1978, one fewer than the Ministry's current live count; the eighteenth institution on the Ministry's list, the Institute of Technology, University of Moratuwa, is a more recently established, degree-awarding affiliate. Webometrics used the Ministry's own current listing rather than resolving this discrepancy independently, and flags it here for editorial and institutional awareness rather than as a finding about any university.

Sampling: Census. All 18 listed institutions were included; none were excluded or substituted.

Evidence source: The ROR REST API, queried individually by institution name, one query per institution, on 27 September 2026.

Variables recorded per institution:

  1. Whether an active ROR record exists.
  2. Whether the record's listed website corresponds to the institution's known official domain.
  3. Presence or absence of four cross-identifiers: ISNI, Wikidata, Crossref Funder ID, and the legacy GRID identifier.
  4. Whether the ROR record's primary indexed name matches the institution's full official name as listed by the Ministry.

Analysis approach: Descriptive counts and proportions across the defined population. No inferential statistics were applied.

Limitations:

  • This is a single snapshot collected on 27 September 2026. ROR records are community-curated and can be updated at any time.
  • The population was defined using the Ministry of Higher Education's live directory rather than the University Grants Commission's own website, which could not be retrieved during this study; the resulting one-institution discrepancy against a commonly cited count of 17 state universities is disclosed above rather than resolved independently.
  • Name-form matching was performed by direct string comparison against the Ministry's listed name for each institution; a systematic audit of Sinhala- or Tamil-language name fields in ROR was not performed for any institution.
  • Parent/child organisational relationships within ROR (for example, medical or dental faculties, teaching hospitals, or affiliated institutes carrying their own separate ROR records) were not examined in this study.
  • Cross-referencing the same ROR identifiers against OpenAlex institution records, a possible companion check, was not performed in this study.
  • This study measures registry metadata completeness. It does not measure whether these ROR identifiers are actually being used correctly by publishers, funders or repositories in connection with this institution's own research output, nor does it measure research volume, quality or impact.

Summary counts (population = 18 unless stated):

  • Active ROR record present: 17 of 18 (94.4%).
  • Of the 17 with a record ; all 17 (100%) are recorded as active status, and all 17 (100%) list a website consistent with the institution's known official domain.
  • All four cross-identifiers present: 13 of 17 (76.5%).
  • Crossref Funder ID present: 13 of 17 (76.5%).
  • ISNI present: 15 of 17 (88.2%).
  • GRID present: 15 of 17 (88.2%).
  • Wikidata present: 16 of 17 (94.1%).
  • Indexed name diverging from the Ministry's full official name: 1 of 17 (5.9%).

Analysis

The overall presence of a ROR record is high: 17 of the 18 institutions in this census (94.4%) are represented, and every one of those 17 records is active with a matching website. The one absence ; the Institute of Technology, University of Moratuwa ; did not return a match under either its full name or common abbreviation, which is consistent with it being a more recently established, degree-awarding affiliate rather than an omission specific to how well-established the parent institution (University of Moratuwa itself, which does hold a complete record) is known to be. This pattern is consistent with the general observation that scholarly-infrastructure registries built from academic publishing and funding metadata tend to register long-established universities first, with newer or structurally distinct institutions catching up later ; a plausible explanation, not a documented finding from ROR itself.

Where records exist, coverage of the four cross-identifiers is uneven rather than uniform. Thirteen of the seventeen (76.5%) present a complete four-identifier profile, closely mirroring the pattern of Sri Lanka's oldest and largest state universities (Colombo, Peradeniya, Sri Jayewardenepura, Kelaniya, Moratuwa, Jaffna, Ruhuna) alongside several of the newer single-subject or provincial universities (Open University, Eastern, Rajarata, Sabaragamuwa, Wayamba, Uva Wellassa). The four institutions with an incomplete set span a range: two (South Eastern University of Sri Lanka and University of the Visual & Performing Arts) are missing only the Crossref Funder ID, while University of Vavuniya ; the newest institution in the population, established as an independent university in 2019/2020 after operating as a unit of the University of Jaffna ; carries only a Wikidata link. Gampaha Wickramarachchi University of Indigenous Medicine, one of Sri Lanka's oldest institutions of indigenous-medicine education, has an active ROR record but none of the four cross-identifiers examined.

The clearest individual finding concerns that same institution's name. Its ROR record is indexed under the English display name “Wickramarachchi University of Indigenous Medicine” ; omitting the town name “Gampaha” that appears in the institution's full official name as listed by the Ministry of Higher Education, and that also appears embedded in the record's own acronym field (GWUIM). A search of the ROR API using the institution's complete official name returns no result; only the shortened form matches. For an institution whose research output might be recorded under either name form across different publisher or repository systems, this kind of name divergence is exactly the situation persistent identifiers are meant to prevent ; but only once the identifier itself is indexed under a name a researcher, librarian or automated system is likely to search for.

Across the population, no relationship was observed between an institution's Webometrics ranking position and its ROR-record completeness; that comparison was not part of this study's design and would require a separate analysis linking the two datasets directly.

University Examples

  • Gampaha Wickramarachchi University of Indigenous Medicine. Active ROR record; indexed English name omits “Gampaha”; carries no ISNI, Wikidata, Crossref Funder ID or GRID cross-identifier at the time of collection.
  • University of Vavuniya, Sri Lanka. Active ROR record; carries a Wikidata link only, consistent with its status as the most recently established institution examined.
  • Institute of Technology, University of Moratuwa. No ROR record found under its full name or common abbreviation (ITUM) at the time of collection, distinct from its parent institution, University of Moratuwa, which holds a complete four-identifier ROR record.

These observations describe the state of each institution's registry metadata on the collection date. They are not evaluations of the institutions' research quality, teaching quality or digital presence more broadly.

Implications for Higher Education

For research offices and library or research-data-management teams, three practical checks follow directly from this study's design, without any claim about ranking or search-visibility outcomes:

  • Confirm that an institution's ROR record exists and is indexed under the institution's full official name, including any locational or founding-body qualifier used in official government listings.
  • Where a university administers its own research funding ; internal grants, scholarships or seed funding ; registering a Crossref Funder ID allows that funding to be correctly attributed in publishers' funding-acknowledgement metadata, distinct from the institution's role as an author affiliation.
  • Newer institutions, or those that have recently changed status (for example, moving from a unit of another university to an independent institution), should verify their own registry presence rather than assuming one was created automatically when the institution's status changed.

ROR's own record-curation process allows an institution to request the creation of a new record or an update to an existing one; pursuing that process is an institutional decision outside the scope of this study.

Recommended Actions

  • Institutional research offices can check their own university's current ROR record directly against the institution's full legal or government-listed name.
  • Where a Crossref Funder ID is absent and the university funds its own research activity, the institution can evaluate whether registering one would support more accurate funding attribution.
  • Institutions relying on affiliated or newly independent bodies (such as degree-awarding institutes affiliated with a parent university) should confirm separately whether that body has, or needs, its own distinct ROR record.
  • This study does not indicate that any of these actions would change a university's Webometrics ranking, search visibility, or citation counts; it addresses registry-metadata completeness only.

Limitations

  • Single snapshot collected 27 September 2026; ROR records change over time as institutions and the ROR community update them.
  • Population defined via the Ministry of Higher Education's live directory; the University Grants Commission's own website could not be retrieved during this study.
  • Name-form checking was limited to direct string comparison in English; Sinhala- and Tamil-language name fields were not systematically audited.
  • Parent/child organisational relationships within ROR were not examined.
  • No cross-check against OpenAlex institution records was performed.
  • The study measures the presence and completeness of registry metadata, not its actual use in publishers' or funders' own published research metadata, and not any dimension of research quality, volume or impact.

Conclusion

Sri Lanka's state university system is, on the evidence collected here, substantially represented in the Research Organization Registry: 17 of 18 Ministry-listed institutions hold an active record. What varies is completeness and accuracy at the margins ; a fully populated four-identifier profile for three in four of those institutions, an absent record for one newer affiliate, and, in one case, a name form that does not match the institution's full official name. For a registry whose entire purpose is correct attribution, these are the details that determine whether it works as intended for a given institution.

Related Webometrics Research

This is Webometrics' first study of organisation-level identity in scholarly infrastructure. It is distinct from Webometrics' earlier study of researcher-level identifiers, which examined whether individual ORCID iDs were visibly displayed on Sudanese university staff pages and journal platforms ; a different entity (the individual researcher, not the institution), a different registry (ORCID, not ROR), and a different evidence method (visible-page inspection rather than a registry API census). Readers interested in the wider structured-data picture for university websites may also see Webometrics' study of the digital-presence signals that make a university website authoritative, which also discusses ROR, and Webometrics' explainer on the web-based metrics that underpin university web rankings.
